　　The 2026 National Transportation Work Conference clearly proposed the development requirements of "three shifts" and the key tasks of "one network and four transformations," pointing the way for high-quality development of transportation in the current and future periods.

　　The overall goal for transportation development in Jiangsu during the "Fifteenth Five-Year Plan" period is: by 2030, to basically achieve transportation modernization, with the overall development level of transportation ranking among the top in the country, and to continue leading the nation in reducing costs, improving quality, and increasing efficiency in transportation logistics, completing a scale of transportation fixed asset investment exceeding the "Fourteenth Five-Year Plan" period (1 trillion yuan).

　　2026 is the opening year of the "Fifteenth Five-Year Plan." The Jiangsu Provincial Department of Transportation will combine the spirit of the conference, accurately grasp the phased characteristics of transportation development during the "Fifteenth Five-Year Plan" period, accelerate the modernization of transportation construction, efficiently serve the new practice of Chinese-style modernization in Jiangsu, and strive to achieve a good start in transportation development during the "Fifteenth Five-Year Plan" in Jiangsu.

　　Make a good start and take a good step in improving the comprehensive three-dimensional transportation network

　　The 2026 National Transportation Work Conference clearly pointed out that transportation development during the "Fifteenth Five-Year Plan" should shift from large-scale incremental expansion to connotative development dominated by optimizing increments and improving stock quality. This year, Jiangsu will closely adhere to this core requirement, complete transportation fixed asset investment of 240 billion yuan, and promote the effective qualitative improvement and reasonable quantitative growth of network capacity.

　　In terms of highways, optimize the road network structure, focusing on promoting the construction of connection lines, extension lines, and "bottleneck roads" projects known as "two lines and one road." Add 112 kilometers of expressways, complete reconstruction and expansion of 158 kilometers; accelerate the construction of projects such as the Nanjing to Yancheng Expressway, Wuxi to Taicang Expressway, and the reconstruction and expansion of the Shanghai to Wuhan Expressway. Complete and open 117 kilometers of ordinary national and provincial roads, continue to promote concentrated maintenance and long-cycle maintenance of entire lines, implement restorative maintenance projects for 1,000 lane kilometers; implement a new round of rural road improvement actions, newly reconstruct 400 kilometers of rural roads, renovate 300 rural road bridges, and strive to open up remaining "bottleneck roads."

　　In terms of river-crossing passages, complete and open the Jiangyin-Jingjiang Yangtze River Tunnel and the Jianing West Road river-crossing passage, and start construction of the Sutong Second River-Crossing Passage.

　　In terms of railways, accelerate the construction of projects such as the North Jiangsu (Shanghai-Chongqing-Chengdu High-Speed Railway Shanghai via Nanjing to Hefei section), Nantong via Suzhou and Jiaxing to Ningbo, Weifang to Suqian, Nanjing to Huai'an, and Yancheng via Taizhou, Wuxi, Changzhou to Yixing, ensuring the start of construction of the Hefei to Suqian Railway Su County to Suqian section, and fully promote the opening of the Dafeng Port Railway branch line.

　　In terms of water transport, accelerate the construction of key projects such as the second phase supporting navigation project of the Huai River to sea waterway, and the second-level waterway improvement of the Su-Lian waterway, start construction of the Su-Lian second-level waterway Lianyungang section, start construction of 3 "small, fast, and flexible" waterways, and strive to complete 4 more. Accelerate the reconstruction and expansion of the 300,000-ton waterway and the 200,000-ton automated container terminal at Lianyungang Port, the 150,000-ton LNG terminal at Nantong Port, and the seventh phase of the Longtan Port Area at Nanjing Port. In terms of aviation, complete and put into operation the reconstruction and expansion project of Wuxi Airport, the Gaoyou General Airport project, complete the reconstruction and expansion project of Changzhou and Yangtai Airports, and accelerate the implementation of the reconstruction and expansion project of Huai'an Airport.

　　Logistics is the "muscle and nerve" of the real economy. Jiangsu will continue to deepen the development of multimodal transport, promoting cost reduction, quality improvement, and efficiency enhancement in transportation logistics to lead the nation.

　　Promote high-quality development of multimodal transport. Accelerate the creation of a high-quality development demonstration zone for multimodal transport, stably operate 60 boutique multimodal transport routes, and complete a container multimodal transport volume of 3 million TEUs. Continuously improve the functions of the Jiangsu Province multimodal transport public information service platform, and cultivate multimodal transport enterprises in a gradient manner.

　　Enhance international freight service capabilities. Build the China-Europe Railway Express Lianyungang-Xuzhou assembly center to high standards, open 1 new route, add 1 overseas warehouse, and create container sea-rail intermodal transport brand routes such as Lianyungang-Khorgos-Tashkent. Stably operate ocean routes to Europe and East India, explore strengthening routes to Africa and South America, increase the frequency of near-ocean routes to Southeast Asia and explore opening near-ocean routes to the Persian Gulf. Collaborate with the Provincial Department of Finance to accelerate the formulation of the 2026 international freight route development incentive policy, and increase the frequency of freight flights in key directions.

　　Promote high-quality development of network freight. Accelerate the construction of a monitoring and service platform integrating waterway and road network freight, formulate network platform road freight management systems, and improve the management and exit mechanisms of matchmaking transaction freight platforms.

　　This year, Jiangsu will always adhere to a people-centered approach, allowing the results of transportation development to benefit all people more equitably.

　　Promote healthy and sustainable development of public transportation. Operate more than 30 bus routes such as medical lines, campus lines, and commuter lines throughout the year. Complete the second phase of the transportation center at Yangzhou Taizhou International Airport.

　　Provide high-quality and diversified travel services. Continue to build the Nanjing Airport "Guangshenrong Express" brand, promote the opening of international long-distance routes from Nanjing via domestic aviation hubs to Europe, the Middle East, and other regions. Consolidate the railway passenger transport "one day, one map" linkage work mechanism, actively coordinate and optimize train operation plans, and support the operation of fan trains, tourist trains, and silver consumption trains.

　　Improve transportation operation efficiency. Carry out the "336" special action to manage traffic congestion, formulate a provincial-level collaborative promotion work mechanism for managing traffic congestion, and compile a five-year action plan for managing traffic congestion across the province. Create the "Su Xin Smooth Travel" expressway one-network travel service brand. Promote the construction of charging and swapping infrastructure, with 1,020 new fixed charging parking spaces in expressway and ordinary national and provincial road service areas across the province. Strengthen service guarantees for expressway networks during major holidays and adverse weather conditions.

　　Promote the integrated development of transportation, culture, and tourism. Promote the popularization of yacht consumption across the province, push the provincial government to issue the Jiangsu Province Yacht Management Measures, collaborate with the Provincial Development and Reform Commission to release the yacht special plan, organize and promote the comprehensive implementation of innovative measures in transportation administration, accelerate the liberalization of yacht leasing and the construction of yacht management information platforms, and support Wuxi and Suzhou in creating pioneering regions and demonstration projects.
