The 2026 Shanghai Forum on the “Ocean Community with a Shared Future” Was Held
People's Daily Online, Shanghai, April 30 (Reporter Chen Chen) Recently, the second "Community of Shared Future for Oceans" Shanghai Forum was held at Shanghai Maritime University. Nearly a hundred experts and scholars from maritime and oceanic universities, port and shipping enterprises, and research institutes from both China and abroad gathered to discuss the theme of "Jointly Safeguarding Ocean Safety and Promoting Blue Development," and to jointly plan ocean governance and draw a blueprint for blue development.
The Community of Shared Future for Oceans is a vivid practice of the concept of a community with a shared future for mankind in the oceanic field. At the main forum, guests from the United Nations Economic and Social Commission for Asia and the Pacific, the International Maritime Organization's International Maritime Law Institute, as well as experts and scholars from the Chinese Academy of Engineering, University of Chinese Academy of Sciences, Fudan University, and other institutions, engaged in in-depth exchanges on topics such as Asia-Pacific oceanic collaborative development, ocean safety and legal principles, blue economy practices, and national security situations, providing pragmatic ideas and academic support for the construction of the Community of Shared Future for Oceans.
Fan Weicheng, an academician of the Chinese Academy of Engineering and convener of the National Security Discipline Evaluation Group of the State Council Academic Degrees Committee, stated that it is necessary to focus on the key tasks of national security in the new era, improve the national security system of collaborative linkage in universities, strengthen the construction of security capabilities in key and emerging fields, enhance the level of public safety governance, improve the social governance system, and comprehensively promote the modernization of the national security system and capabilities.
Luan Zongtao, Deputy Director of the Shanghai Municipal Education Commission, pointed out that in the face of new situations and tasks, universities should play a more active role in implementing the concept of the Community of Shared Future for Oceans, cultivate more ocean talents with blue dreams and capable of shouldering the responsibilities of the times, and make greater contributions to building a strong nation in education and oceans.
Chu Beiping, President of Shanghai Maritime University, stated that under the century-old changes, the strategic significance of ocean safety is more prominent. The key to building a Community of Shared Future for Oceans and promoting blue economic cooperation lies in practicing the principles of joint consultation, joint construction, and shared benefits to achieve mutual benefit and win-win results.
The forum released the "Global Ocean Safety Situation Assessment and Outlook (2025-2026)" report. Eleven Chinese and foreign university students spontaneously initiated the "Jointly Safeguarding Ocean Safety and Building a Blue Future" initiative, spreading ocean concepts and gathering consensus on cooperation in diverse forms. The event also showcased outstanding works from the short video collection activity of university students telling ocean stories and awarded winning students from Ocean University of China, Dalian Maritime University, Shanghai Maritime University, Shanghai Ocean University, and Guangdong Ocean University.
