The outline of the "15th Five-Year Plan" proposes to improve the modern comprehensive transportation system.
On March 13, the "Outline of the 15th Five-Year Plan for National Economic and Social Development of the People's Republic of China" (referred to as the "15th Five-Year Plan Outline") was released, which clearly proposed to improve the modern comprehensive transportation system.
Specifically, it includes: promoting network supplementation, strengthening chain quality improvement, enhancing cross-regional coordinated layout, and cross-modal integration to comprehensively improve the comprehensive benefits of transportation infrastructure; improving the main framework of the national comprehensive three-dimensional transportation network, constructing high-quality strategic backbone corridors along the coast, borders, rivers, and new western land-sea corridors, basically completing the "eight vertical and eight horizontal" high-speed railway main corridors and national expressway network, promoting the quality upgrade of high-grade inland waterways, and basically forming world-class port and airport clusters; strengthening coverage and accessibility guarantees in weak areas, promoting the upgrade and transformation of regular-speed railways and ordinary national and provincial roads, launching a new round of rural road improvement actions, strengthening the construction of railways and branch airports in the western region, and improving the road network layout in border areas; building international and national comprehensive transportation hub cities, strengthening the construction of collection and distribution networks and station connections, and improving national postal express hubs; establishing a diversified and resilient international transportation channel system, promoting cross-border transportation infrastructure interconnection, and promoting the healthy and orderly development of international air cargo; coordinating functional enhancement and green, safe, and intelligent development, promoting the renewal, transformation, and maintenance management of transportation infrastructure, strengthening safety risk assessment and monitoring and early warning, and implementing highway safety resilience enhancement projects; deepening the reform of the comprehensive transportation system, promoting railway system reform and optimizing toll road policies.
At the same time, the "15th Five-Year Plan Outline" clarified the main tasks of constructing the national comprehensive three-dimensional transportation network. In terms of coastal ports, it aims to optimize the functional layout of world-class port clusters in the Bohai Rim, Yangtze River Delta, and Guangdong-Hong Kong-Macao Greater Bay Area, orderly promote the integration and development of port clusters, and construct container terminal projects such as the north side of Xiaoyangshan in Yangshan Port Area, Liuheng Port Area in Ningbo Zhoushan Port, Nansha Port Area in Guangzhou Port, Xiang'an Port Area in Xiamen Port, and Dongjiakou Port Area in Qingdao Port; upgrade and transform the Beibu Gulf International Gateway Port and Yangpu Regional International Container Hub Port. In terms of high-grade inland waterways, it aims to construct a new Three Gorges waterway channel, improve the smoothness of the Yangtze River mainline channel; construct the Xijiang mainline channel, and optimize and improve the high-grade waterway network in the Yangtze River Delta and Pearl River Delta; implement the quality improvement and transformation project of the Beijing-Hangzhou Grand Canal and Huai River mainline channel, and construct high-grade waterways for important tributaries of the Yangtze River such as the Han River.
In addition, in terms of promoting high-standard connectivity of market facilities, the "15th Five-Year Plan Outline" proposes to promote the interconnection and rule alignment of circulation logistics, market information, and trading platform facilities. It aims to establish an efficient and smooth modern circulation system, improve the national logistics hub network, build several important commodity backbone circulation corridors relying on modern circulation strategic pivot cities, support regions with conditions to build bulk commodity resource allocation hubs, establish integrated circulation rules and standards, and reduce logistics costs for the whole society; strengthen the construction of multimodal transport facilities, standards, and information sharing, vigorously promote the development of "one order system" and "one box system," and promote the rail-water intermodal transport of containers and bulk materials.
In terms of high-quality joint construction of the "Belt and Road," the "15th Five-Year Plan Outline" clarifies the deepening of cooperation in important economic corridors and pivot ports, and the smooth operation of diversified land-sea-air networks. It aims to enhance the development level of China-Europe (Asia) freight trains, actively participate in the construction of the Trans-Caspian International Transport Corridor; construct high-quality projects such as the China-Kyrgyzstan-Uzbekistan Railway and Hungary-Serbia Railway; promote the integrated development of "Silk Road Maritime" port and shipping trade, enhance the quality and efficiency of the construction of the Air Silk Road, strengthen cooperation in the construction of space information corridors; actively promote the overseas application of Chinese standards. Deepen the construction of the core areas of the "Belt and Road" in Xinjiang and Fujian.
Focusing on promoting energy conservation and carbon reduction in key areas, the "15th Five-Year Plan Outline" proposes to promote low-carbon substitution of transportation power, accelerate the electrification and application of green fuel vehicles and ships in freight and public sectors, and increase the proportion of railway and waterway transportation for bulk goods and new energy vehicle transportation.
Focusing on promoting high-quality development of the marine economy, the "15th Five-Year Plan Outline" proposes to strengthen, optimize, and expand the marine industry, orderly promote the development and utilization of marine energy resources, develop deep-sea aquaculture and modern oceanic fisheries, consolidate and enhance the advantages of marine equipment manufacturing, expand emerging marine industries such as marine biomedicine and seawater desalination, develop modern shipping services, and create marine-themed cultural and tourism destinations; strengthen marine strategic scientific and technological forces, enhance marine scientific and technological innovation, improve the deep-sea polar exploration support system, and develop oceanic meteorological navigation services; strengthen the overall planning of major bays, enhance the development level of the northern, eastern, and southern marine economic circles, optimize the layout of marine economic development demonstration zones, build modern marine cities with unique characteristics, deepen the integration of port, industry, and city development according to local conditions, and encourage coastal areas to strengthen marine economic cooperation with inland areas.
