Guangxi has issued the first operating permit for vessel commercial transport on a route via the Pinglu Canal to Qinzhou Bay, classified as a Class A navigation area.
On the afternoon of March 13, the first business transportation certificate for a ship on the equivalent A-level navigation area route from the Pinglu Canal to Qinzhou Bay in Guangxi was officially issued at the administrative approval window of the Guigang City Transportation Bureau. The "Guigang Yuhang 8328" dual-purpose ship became the first vessel in Guangxi to have the operational qualification for this route. The issuance of this certificate enables the ship to meet the operational conditions for trial navigation of the Pinglu Canal, achieving direct intermodal transport from the Xijiang River Basin to the Beibu Gulf Port "river-sea" connection.
This certificate is an exclusive qualification document for Guangxi's adaptation to the navigation operation of the Pinglu Canal and is also the first supporting operational certificate for the equivalent A-level navigation area of Qinzhou Bay nationwide, achieving a breakthrough in the business scope compared to ordinary inland waterway ship transportation certificates. To this end, the Guangxi Zhuang Autonomous Region Transportation Department planned ahead, deployed meticulously, guided cities to prepare for the technical access requirements and operational qualification processing for inland waterway ships, and jointly issued the "Notice on the Technical Conditions and Requirements for Inland Waterway Ships in the Equivalent A-level Navigation Area of Qinzhou Bay River-Sea Junction (Trial)" with the Guangxi Maritime Bureau. They issued the "Notice on the Renewal of Business Transportation Certificates for Inland Waterway Ships Navigating through the Pinglu Canal to the Equivalent A-level Navigation Area of Qinzhou Bay River-Sea Junction," specially annotating the operational authority of the "Equivalent A-level Navigation Area of Qinzhou Bay," allowing ships to navigate directly through the Pinglu Canal to the equivalent A-level navigation area of Qinzhou Bay River-Sea Junction, connecting Guangxi's inland waterways with coastal shipping.
The "Guigang Yuhang 8328" ship completed the technical inspection and qualification verification, and upon review, it met the technical conditions and requirements for inland waterway ship access in the equivalent A-level navigation area of Qinzhou Bay River-Sea Junction, satisfying the conditions for certificate renewal application, efficiently achieving certificate renewal. The new certificate information was simultaneously updated, achieving information sharing and convenient inquiry in the Guangxi port and shipping certificate management system. The issuance of this certificate not only filled the gap in the qualification for direct access of Guangxi inland waterway ships to near-sea navigation areas but also set a standard for subsequent similar ship certification.
Next, Guangxi's transportation, waterway, port, and shipping departments will take the issuance of the first certificate as an opportunity, closely focusing on the trial navigation operation target of the Pinglu Canal, optimizing government services, providing precise guidance to enterprises, simplifying the certification process, improving the efficiency of compliant ship qualification updates, while guiding shipping companies to optimize transportation structures, promoting industrial upgrades along the route, advancing the interconnection between the Xijiang Economic Belt and the Beibu Gulf Economic Zone, and creating a golden waterway for the construction of the new western land-sea corridor.
