First certificate issued as the Pinglu Canal accelerates the realization of corridor benefits.
People's Daily Online, Beijing, March 15 (Reporter Qiao Xuefeng) On the afternoon of March 13, 2026, the first business transportation certificate for a ship on the route from Pinglu Canal to Qinzhou Bay equivalent to Class A navigation area in Guangxi was officially issued at the administrative approval window of Guigang City Transportation Bureau. The "Guigang Yuhang 8328" cargo-passenger dual-use ship of Guigang City Yuhang Shipping Co., Ltd. became the first ship in the region to have the qualification to operate on this route. The issuance of this certificate enables the ship to meet the operational conditions for trial operation on the Pinglu Canal, achieving direct intermodal transport between the Xijiang River Basin and Beibu Gulf Port "river-sea" connection.
It is understood that this certificate is an exclusive qualification certificate for the navigation operation of the Pinglu Canal in Guangxi, and it is also the first supporting operation certificate for the Qinzhou Bay equivalent to Class A navigation area in the country, achieving a breakthrough in the business scope compared to ordinary inland river ship transportation certificates.
To ensure the smooth trial operation of the Pinglu Canal, the Transportation Department of Guangxi Zhuang Autonomous Region has coordinated and deployed in advance, guiding all cities in the region to implement the inland river ship technical access standards, prepare for the handling of operational qualifications, and other tasks. The certificate specifically annotates the "Qinzhou Bay equivalent to Class A navigation area" operation authority, allowing qualified inland river ships to directly reach the Qinzhou Bay river-sea junction area equivalent to Class A navigation area via the Pinglu Canal, completely opening the connection channel between Guangxi inland river shipping and coastal ports from the qualification level.
According to the introduction, the "Guigang Yuhang 8328" cargo-passenger dual-use ship has previously completed all ship technical inspections and operational qualification verifications. After multiple rounds of review, it meets all technical conditions and management requirements for inland river ship access in the Qinzhou Bay river-sea junction area equivalent to Class A navigation area, satisfying all application standards for this special certificate renewal, and ultimately achieving efficient completion of the certificate renewal. The newly issued certificate information has been updated synchronously and can be shared and conveniently queried in the Guangxi port and shipping certificate management system. The successful issuance of this certificate not only fills the qualification gap for Guangxi inland river ships directly reaching coastal navigation areas but also establishes a unified standard and normative model for subsequent qualification handling of similar ships in the region.
