The AI-powered maritime application “Yangshan VTS Elf” has made its debut on the international stage.

On March 2, at the 59th meeting of the IALA VTS Committee, a European representative expressed admiration after watching the Chinese delegation's special presentation. This is the first time since the International Association of Marine Aids to Navigation and Lighthouse Authorities became an intergovernmental organization that China has conducted a special presentation on independent core technology.
The International Association of Marine Aids to Navigation and Lighthouse Authorities is an intergovernmental organization that improves and coordinates maritime navigation services worldwide. The results of this special presentation were led by the Shanghai Maritime Bureau and independently developed by the Yangshan Port Maritime Bureau, an intelligent entity engaged in maritime traffic management—"Yangshan VTS Genie." It enables a qualitative leap in maritime traffic management from "human monitoring" to "AI pre-control + human review," significantly enhancing regulatory efficiency and early warning timeliness.
According to the introduction, the "VTS Genie" can automatically identify abnormal behaviors such as ship collision risks and ships illegally entering dangerous waters. It can trigger warnings through algorithm models before risks occur and automatically generate standardized safety reminders, which are sent to target ships with one click after manual review.
A relevant person in charge at the Yangshan Port Maritime Bureau stated that the "VTS Genie" project has achieved a qualitative leap in maritime traffic management from "experience judgment" to "intelligent judgment," and from "passive response" to "active pre-control."
Based on the successful practice of the "VTS Genie" at Yangshan Port, the Chinese delegation formally submitted the "VTS Committee Work Plan Proposal Based on Yangshan VTS Advanced Decision Support System" to the conference. The proposal suggests that IALA include the intelligent development of VTS in the 2028-2030 special work plan, revise relevant work guidelines, and add function and performance standards for advanced decision support tools.
