"During the 15th Five-Year Plan, Shaanxi Will Strengthen Complementary Cooperation with Adjacent Areas in the Yangtze River Basin"
Recently, the People's Government of Shaanxi Province released the "Outline of the 15th Five-Year Plan for National Economic and Social Development of Shaanxi Province" (referred to as the "Plan Outline"), which outlines 11 key work areas and clarifies the main goals and strategic directions for Shaanxi's economic and social development during the 15th Five-Year period.
The "Plan Outline" specifies the need to optimize the layout of logistics infrastructure, improve supporting facilities and collection and distribution systems, participate in the construction of key commodity circulation corridors in the northwest region, and support Xi’an and Baoji in enhancing the development level of national logistics hubs and the concentration of logistics resources. It also emphasizes the development of multimodal transportation and integration into the modern logistics operation system of “corridor + hub + network.” Relying on the functional platforms such as national backbone cold chain logistics bases, it aims to promote the aggregation of elements like logistics, industry, capital, and information.
The "Plan Outline" proposes the construction of a modern comprehensive transportation system, improving the main framework of the "radiating pattern + five horizontal and two vertical" integrated three-dimensional transportation network, strengthening cross-regional coordinated layouts, cross-modal integrated connections, and cross-sector deep integration, to build a higher level of transportation power province.
In promoting high-standard connectivity of market infrastructure, efforts will be made to accelerate the construction of a modern circulation network, continuously strengthen the networking, complementation, and enhancement of transportation infrastructure to gradually overcome regional bottlenecks. In shaping a new pattern of internal openness serving the whole country, cooperation with the Chengdu-Chongqing economic circle will be deepened, mechanisms for coordinated development between Chengdu, Chongqing, and Xi'an will be explored, and the link between the Xi’an and Chengdu-Chongqing assembly centers for China-Europe trains will be reinforced. Collaborative discipline in pricing systems, mutual recognition of service standards, and the opening of rapid connection channels such as the Ankang to Fengjie conventional railway along the Yangtze River economic corridor will be promoted. The opening depth towards southern China will be expanded, and the integration of neighboring inter-province areas will be advanced through road density increase, railway speed enhancement, and waterway connectivity. Additionally, complementary cooperation with neighboring regions along the Yangtze River, such as Sichuan, Chongqing, and Hubei, will be strengthened. Efforts will also include the resumption of high-grade Han River navigation, ensuring better integration of southern Shaanxi into the Yangtze River Economic Belt development.
