The Yangtze River Navigation Administration has announced ten people’s livelihood initiatives for 2026.
Recently, the Yangtze River Navigation Administration under the Ministry of Transport (referred to as "Yangtze Navigation Administration") released ten measures for 2026 aimed at improving people's livelihood. These measures focus on optimizing navigation services, improving the business environment, and enhancing crew services to further increase the sense of gain and happiness for those working in Yangtze River shipping.
In terms of optimizing navigation services, the Yangtze Navigation Administration will pilot the "Smart Navigation Assistance" service on the "Yangtze e+" platform to assist ships in navigating safely and efficiently. During planned navigation suspensions for maintenance at the Three Gorges and Gezhouba, virtual navigation markers will be piloted in anchorage areas to meet lock-waiting demands, and the Zigui Old Zhou River anchorage project will be put into operation. During holidays such as Spring Festival and National Day, temporary anchorage areas will be designated to provide returning ships with transportation, supply procurement, medical assistance, and other thoughtful services. Efforts will also be made to establish 1 to 2 methanol fuel refueling points and improve safety management systems for refueling operations.
In terms of improving the business environment, inter-provincial passenger ship and hazardous goods ship transport enterprises requiring related certificates due to cross-province relocation or ship financing leases can apply for temporary certificates valid for up to three months. A pilot program will integrate the "one-stop service" for the launch of sea-going and new energy ships, enabling cross-departmental joint review and processing of maritime, operational, and ship inspection certificates. For bulk matters such as ship document endorsements and crew information collection, an appointment-based "doorstep service" will be promoted. The "Learn Law to Reduce Penalty" mechanism will be expanded, allowing administrative counterparts who complete designated legal education to receive lighter, reduced, or waived penalties in accordance with the law. Additionally, a "Yangtze Hotline" will be established to efficiently handle business inquiries and complaints.
In terms of enhancing crew services, the Yangtze Navigation Administration will pilot the establishment of model crew service stations, promote direct health services to ship decks, provide special assistance to disadvantaged crew groups, and carry out activities such as health care, legal aid, and free medical check-ups.
