This year marks the 75th anniversary of the establishment of diplomatic relations between China and Pakistan, coinciding with the China-Pakistan Economic Corridor (CPEC) entering a new phase of high-quality development as CPEC 2.0.
On May 13, the IBI Pakistan Digital Economy Headquarters of Guolian Co., Ltd. was officially inaugurated in Islamabad, Pakistan.
On the following day, Pakistani Prime Minister Shehbaz Sharif led a delegation of senior officials, including Kaiser Ahmed Sheikh (Federal Minister of Investment), Jam Kamal Khan (Federal Minister of Commerce), Shaza Fatima Khawaja (Federal Minister of Information Technology and Telecommunication), Ali Pervaiz Malik (Federal Minister of Petroleum), Haroon Akhtar (Special Advisor to the PM on Industry and Production), and Tariq Fatemi (Special Advisor to the PM), to meet cordially at the Prime Minister’s Office with the Guolian delegation headed by Qian Xiaojun, Founder and CEO, and Liu Zhai, Director and Senior Vice President.

Officials from the Chinese Embassy in Pakistan, heads of Pakistani federal ministries, and over 360 representatives from more than 200 leading Chinese and Pakistani enterprises attended the inauguration ceremony.
Speakers included: Ishaq Dar (Deputy Prime Minister and Foreign Minister of Pakistan), Qian Xiaojun (Founder and CEO of Guolian), Liu Zhai (Director and Senior Vice President of Guolian), Khalil Hashmi (Pakistani Ambassador to China), Shaza Fatima Khawaja (Federal Minister of IT & Telecom), Haroon Akhtar Khan (Special Assistant to the PM / Minister of State for Industry & Production), and Safdar (CEO of Tech 7 Group).
The event received wide coverage from Pakistan’s leading national media, including PTV, Geo News, Ary News, Dawn News, Express News, and Samaa TV.
Prime Minister Shehbaz Sharif praised the establishment of Guolian’s IBI Pakistan Digital Economy Headquarters and fully recognized its practical efforts to: deepen bilateral industrial cooperation, boost CPEC 2.0 high-quality development, and support the operation of the Pakistan-China Cooperation Center (PCCC) and China-Pakistan Chamber of Commerce (CPCC).
He noted that Guolian’s promotion of digital economy cooperation, investment facilitation and industrial synergy is particularly encouraging.
Deputy Prime Minister and Foreign Minister Ishaq Dar stated in his speech: “The launch of Guolian’s IBI Pakistan Digital Economy Headquarters marks a transformative milestone in the China-Pakistan all-weather strategic cooperative partnership.”
He pointed out: “Today, we are moving from roads to networks, from physical infrastructure to digital architecture. We are building a Digital Silk Road, starting here in Islamabad. This is another milestone of Pakistan-China friendship, reflecting growing international confidence in Pakistan as a platform for technology, investment and digital transformation.”
Dar also announced that, at the invitation of Chinese President Xi Jinping, Prime Minister Shehbaz Sharif will pay an official visit to China in late May.
During the visit, the PM will attend the Hangzhou B2B Conference co-hosted by the Pakistani Consulate General in Shanghai and Guolian. The Pakistani Embassy in China will also authorize Guolian to establish the Pakistan-China Cooperation Center (PCCC) and Pakistan-China Chamber of Commerce (CPCC).

Federal Minister of IT & Telecom Shaza Fatima Khawaja said the launch is a major milestone in Pakistan-China digital cooperation, reflecting deepening strategic synergy in the digital economy.
The Ministry will provide full policy support for Guolian’s operations in Pakistan, advancing bilateral digital cooperation and contributing to a closer China-Pakistan community with a shared future.

Special Assistant to the PM Haroon Akhtar Khan emphasized that Pakistan positions CPEC Phase II as a “Corridor for Industrial Cooperation and Growth”, focusing on export-oriented manufacturing, modern agriculture and the digital economy.
He called the headquarters a model project for bilateral digital cooperation. The government will fully support its operations and expansion, expecting the digital platform to deepen integration of industrial, supply and value chains between the two countries.

Pakistani Ambassador to China Khalil Hashmi said Guolian’s stable, sound and dynamic development exemplifies the practical implementation of the all-weather strategic cooperative partnership. It acts as a bridge between Chinese and Pakistani enterprises and a people-to-people diplomatic envoy.
By deepening digital industrial cooperation, regularly connecting government and business resources, and facilitating enterprise matchings, Guolian translates top-level consensus, strategic agreement dividends and diplomatic outcomes into tangible industrial cooperation results.

Qian Xiaojun, Founder and CEO of Guolian, said: “China’s mature industrial and supply chains, coupled with digital operation capabilities, align perfectly with Pakistan’s urgent needs for industrial upgrading and digital transformation.”
He regards Pakistan as Guolian’s first core hub in global expansion and a strategic base for the Belt and Road market.
The new IBI headquarters will leverage its 6+N full-link service system to provide one-stop, end-to-end services: cross-border transactions, smart logistics, digital supply chain construction, cloud & AI empowerment, joint venture facilitation, investment compliance support. It will also host a China-Pakistan Chamber exchange platform to jointly build a win-win industrial ecosystem.

Liu Zhai, Director and Senior Vice President of Guolian, systematically presented the company’s investment and operation plans in Pakistan.
She said that alongside the inauguration, a Chinese business delegation conducted six days of intensive engagements in Lahore, Karachi and Islamabad, signing over 110 cooperation agreements, many of which are rapidly translating into actual orders and projects.
Going forward, Guolian will focus on: agricultural deep processing, motorcycles & three-wheelers, KD assembly lines for new energy vehicles, healthcare, one-stop raw material procurement, and promotion of Pakistani finished goods into China. It will replicate China’s “cloud factory” model, leveraging global supply chains and cloud warehouses to help Chinese SMEs “go global” and Pakistani SMEs upgrade digitally and boost exports. The goal is to set a benchmark for private enterprises under the Belt and Road Initiative, and to make the ironclad China-Pakistan friendship shine brighter through industrial win-win and digital empowerment.

To break down information barriers, geographical constraints and inefficiencies in cross-border trade, the organizers held high-level industrial matchmaking events in Islamabad, Lahore and Karachi, covering chemicals, textiles, renewable energy, building materials, electronics and automobiles. Through targeted B2B matching, Chinese and Pakistani enterprises can connect precisely and explore potential cooperation.
Notably, Qadir, General Manager of IBI Guolian Cross-border E-commerce, has long been engaged in China-Pakistan cooperation. A former Commercial Counselor at the Pakistani Embassy in China, he joined the front line of digital industrial cooperation after completing his diplomatic term.
Qadir said that two-way industrial cooperation based on the IBI headquarters will surely become a barometer of bilateral political, economic and trade relations.







During this “China-Pakistan Digital Tour”, Guolian led more than 50 Chinese enterprises for in-depth cooperation in Lahore, Karachi and Islamabad.
